Q. Which hotels in Dubai have a nice beach and yet are close to the shopping, souqs and activities of the city?

A. Anywhere down the Dubai Marina area have great beaches ( Ritz Carlton, Hilton, Sheraton, Wistin, La Meridian, Harbtor Grand). Like most accommodation in Dubai, these are a bit pricey, but, it's the best place to stay and taxis are very cheap. Great shopping near by, but the souks are about a 30-40 drive. You wouldn't want to stay near them anyway, there in the older part of Dubai. Good Luck!
